Does this mean I will be reporting $600 as recieved income, and will be subject to appropriate income taxes?

No-it means IF the value is over $600 during a calendar year they will be sending you (and the IRS) a 1099. If it is less than $600 they will not, BUT you are still responsible to include the amount on your tax return-Whether or not you receive a 1099.

It means that taxes are your responsibility. If they pay you more than $600 in any one year, they will send you a Form 1099. (You still need to claim all of the income, you just might not get a 1099 if it's less than $600.)

dont forget, it says "Retail values totaling $600 OR MORE..."
you could be held accountable for more but don't worry it isn't like your going to have to pay $380 on $600 income. you might want to stash away a hundred for tax time next year.
