Is there any regulations in shipping plants that are not going to be used for propagation? I know there is regulations for cuttings but only specific to propagation.
My question is about shipping something like a twig. Are there any regulations for this?

Thank you in advance for any help you can provide me.

Some States such as Arizona, California and Florida have laws preventing "Agriculural" products being shipped into the State. This can include seeds. I had a friend send seeds from Canada and they were confiscated. They resent seeds from Washington and I got them. I ship Plumerias to many States except those listed.
