I mean guys that are eligeble but have been passed over for whatever reason. Why do you think they should not be in and maybe even why they have been passed over in your opinion.

I don't know if people can come up with 10 honestly. Of all the pro sports, hockey and maybe football are usually fastest at acknowledging their retired greats.

Glenn Anderson 6 cups and one of the highest ppg numbers in the post season. Possibly Oiler hangover.
Theoren Fleury his problems may keep him out.
Mike Vernon 2 cups with 2 teams. He may get passed over because there were so many others who deserved it more.
Tom Barrasso some people think he was simply on good teams
Phil Housley - weak +/- maybe also a number victim
I can't think of any more.

1. Steve Yzerman (not yet eligible), one of the best Wings players ever
2. Luc Robitaille (not yet eligible), top Left Wing in terms of stats
3. Nicklas Lidstrom (still playing), the best defensemen in this generation
4. Chris Chelios (still playing), was a terror on defense in his prime
5. Phil Housley, retired first in points for American born players (now second to Modano)
6. Mike Modano (still playing), just recently became the top American-born player in terms of points
7. Brian Leetch (not yet eligible), two-time Norris winner, Conn Smythe winner, one of the best American born players ever
8. Mike Vernon, winningest eligible goalie not in the Hall of Fame.
9. Joe Sakic (still playing), I hate the Avs but he's a great player
10. Theoren Fleury, averaged over a point a game while playing over 1000 games

Can't think of ten off hand that are eligible that aren't in. I can think of three.

What is the "NHL Hall of Fame"?

I think what you meant to say was "Hockey Hall of Fame".

And....my top ten guys are IN (one way or another - i.e. for Jr./OHL hockey or their name is on the Stanley Cup....).
