At first she was fully behind it then later she stated that it was a "state issue" and started to distance herself from it.

The bottom line is that she is now avoiding a hard and fast stance on the issue. I think she actually supports some sort of amnesty for illegal immigrants but is afraid to actually take that stance publicly.

Hillary's position on any particular issue is like the wind--sometimes it heads one direction, sometimes the other, often changing as it sees fit.
