To be frank I have never had any experience with a vibrator but from the experience I have had with pleasing ladies I would suggest using it on or very near the clitoris

You can use it inside or out. Just remember to clean it thoroughy with warm water and soap after every use to prevent infection. It is also helpful to use a little water-based lubricant, like KY.
