It depends on how much of the page you want to see at one time, and how good your eyesight is.

If you only want to see 20 lines of text and/or you have good eyesight then a smaller screen is O.K.

If you want to see an entire page of text, and you vision is not the greatest then you want a bigger screen.

If you want to see two pages at once then a bigger conventional aspect ratio screen is better.

If you want to see one page at a time then get a widescreen monitor that will rotate from the normal landscape (wide and short) orientation to a portrait orientation (tall and thin) Most graphics controllers support image rotation these days (Ctrl + Alt + ) This will give you the best fit of a page of text to the screen.

A 17" is fine, however a 19" monitor should be about the same price now, or only very marginally more.

17 " is good enough, you can get good distance to your monitor, not too big not too small.
