Well, Infact It is Windy when the Cloud's go over the sun because....
the clouds act as a cushion for the wind.
The sun's rays slow down the wind and whenever the clouds go over the sun, no rays, so the wind can move as freely as it would like, without the suns ray's slowing it down.
