No, DirectX 10 is completely different to DirectX 9 (it may be possible to convert between the two and use software rendering for some things but no one has gotten around to trying it).

Though if the game also have a DirectX 9 version you could just play that version (I don't think there are any that don't have a DirectX 9 version, given that not supporting DirectX 9 would alienate a lot of customers).

it is physically impossible to play DX10 games with a DX9 grafx card because it doesnt have the hardware to do so..

However a DX10 card can play direct x 10 games on xp http://www.fallingleafsystems.com/
