Let me rephrase the question.
There is an island full of liars.
One man yelled out at another person-
"I lied!". The question is-------
Is that man honest? or was that another lie?

If this is one of those islands where each person either always lies or always tells the truth, then no person could say "I am a liar." A truth-teller wouldn't say that, because he's not; a liar wouldn't, because it's the truth.
Now, if someone says, "I lied yesterday," that would mean the person is a liar, and he didn't say anything at all yesterday!

He is honest, for all humans lie. Depends also on whether you mean he always lies or only does it occasionally.
