It makes sense.

their workers are more responsible and get more done. Costco can choose their customers (and they do). They don't have as many problems or shoplifting. They don't have to hire and train as often and their customers are happy with their workers. Ultimately, they do so, because it's good for their bottom line.

COSTCO is a Union shop (Teamsters union, I believe), and the company has a unusually good relationship with the union. That makes everything Hibby said previously correct.
Costco is a much better place to work than Walmart, and their employees know it.
