Well freedom of Assembly blankets protest. It is a right under the Canadian Charter of Rights and Freedoms.

As long as you have a permit and follow the law, yes it is legal. If the "Riot Act" is read, or the police try to read it, then there is nothing you can do but get the heck out of there fast.
