I could, it would effect our First Amendment rights though. That culture/ethnicity card is just bullshit, it's all of the little white kids buying up their albums. Blacks make up 18% of our society, does everyone really think it's all of their culture making these rappers on top of the charts? They made produce it but, other ethnicity's are the ones spreading it. It would effect every culture. It would be different if they went "Blacks can't listen to rap music."

Plus, I think it is naive to think that rap is such a big factor with crime. Sure, doesn't help. But poverty, poor educations, bad home life, etc is a far greater contributor.
Gangs are banned. If it was just people assembling, then it would be protected by the 1st amendment, but gangs assemble to commit criminal acts among other things and are therefore subject to RICO statues and a host of other things.

well gangs should go but rap is just a form of expression though music even if they do talk about bad things sometimes dont most songs but they hide it in subliminal messages most songs are about sex, drugs, death, or alcohol dont ban rap its expression
