It's sort of a glue/sealant/varnish in one. It'll stick to just about anything. You can apply it on the underside of what you're attaching, and also put it on top of what you attached to seal your project and add shine. You can buy glittery mod podge too.
It's really good for collages. I've known people to decorate their furniture with mod podge collage. If you get some paper or magazine cutouts and the little cardboard kraft-paper boxes like at Walmart or Michael's, you can make really cute gift boxes for the holidays using mod podge.
You can also use it for blocking on mesh fabric to make cheap do-it-yourself screens for screen printing (though they're not super high quality if you do it this way).
Just be careful not to get it on your clothes. It doesn't wash out very well.

It's a glue that is awesome for crafts and things like making collages and other decoupage related projects. and other similar projects since it sticks really well. It's actually one of the best glues of its kind. My guess is the newsletters announcing the Modge Podge Madness event is one where people go and make crafts or show off their projects.
Mod Podge is just a brand name but since it's so popular, people use it exclusively to create various artwork. There are even Pinterest boards dedicated to only Mod Podge projects. There are a few different versions you can get... matte finish, gloss finish, satin.
It's one of the best glues to use for these type of artsy projects and Amazon is the best place to buy them since they have the cheapest prices...

Mod Podge is the *brand* name for one white glue that's sold as a "decoupage medium" for doing "decoupage."
ModPodge was probably the first brand sold for decoupaging, so some people still refer to decoupaging as Mod Podging, though that's not really correct.
Mod Podge is basically a permanent "white glue" like Elmers GlueAll probably with a few additives. (All white glues dry clear and glossy).
The basic process of decoupage involves layering various bits and pieces of thin material like paper or fabric on top of each other, using the adhesive both under each layer and over it to "encase" it all totally with the water-resistant glue.
You can do decoupage with any adhesive liquid which also dries clear... so Elmers GlueAll (often thinned with water so not too thick), or ModPodge, or Royal Coat (a better brand of decoupage medium than ModPodge, more humidity resistant for example), or even a clear acrylic sealer made for bare wood (Varathane, etc.).
Now you just need to know what they intend to decoupage on (walls?, items?, what?) and if they want to use certain types or looks of materials for the decoupaging (paper with images like magazine pages, gift wrap, or photocopies, for example...inkjet prints can be used too but since they're not waterproof spraying them with a little acrylic spray will help... or tissue paper, sometimes crinkled for special effects... etc., etc.)
