It's illegal to SELL alcohol to someone under 21- that doesn't mean that it's illegal to demand they pay for merchandise they've damaged.
In all honesty, if it seems like an accident, the store owner will probably just eat the cost of the wine. If the 18 year old was being a jerk, and had obviously broken the bottle intentionally, then the police would probably be called for vandalism.

You make a point. If you paid for the bottles you would be a minor purchasing alcohol, which I assume is in any way shape or form illegal. To purchase any alcohol at stores such as Safeway, etc. usually you are required to show i.d. My question would be, how did the bottle get broken in the first place? I would imagine the store could require that whoever has custody of the minor pay for the broken bottles, especially if the minor were attempting to shoplift the alcohol.

No, it would be legal for the store owner to make the person pay, but the person couldn't take the broken bottles with them.

The person knowing they were under age had no business in the store in the first place. The store owner has an open door for business it's not an opened door for underage children. You knew you were underage you should have respected the owner and never entered his premises.

they break it...they buy it...they won't be selling alcohol to a minor because the minor is paying for damages goods...and those goods they won't be taking home with them...just as if you broke a window at a store...you pay for it but your not going to bring it home...
