In a tied game is it the last person to score or the person that scores the shootout goal?

Theres no game winning goal on a shootout, because if a team beat the other, say like 3-2 on the shootout, it doesn't follow through, who ever got the most, they're awarded a goal and a win. Anyway, a winning goal is a stat, but a winning goal in a shootout, yet a shootout goal, is not a stat, unless it was taken in regulation time.

Nobody gets the game winner officially in a shootout. Doesn't even count as a goal in the stats.
