...because of the inclement weather. (you have to put weather in there to clarify what is inclement, or rough).

If you omitted the last word "weather", then the answer is inclement - inclement weather.

Otherwise, none of the words work well in this sentence.

your missing a word at the end of the question. I think its supposed to say weather after the answer.
