It's not that they support him... Republicans are notorious for having no honor. I will explain:
You know how the Republican party talks a lot about family values, the life of the unborn child, being gay is a sin, etc... Well, you see, after the Republican party lost the majority in BOTH the Senate and the House last November, they have realized that most of the country is more center than they are... that most ppl are not extremists.
So what does this mean... it means they are willing to forget all their beliefs they preach and judge everybody else about all the time, just so they can pick a candidate they believe can win some of the more centered voters.

Yes there are some problems with Rudy. Some are concerned with his pro-abortion stand, but abortion has become an issue for the courts, not even Bush could change the culture of death so many on the left embrace. Rudy also has issues with gun ownership, again an issue that really doesn't matter in the real world(as if he could somehow convince real Americans to give up their guns) I'm not particularly troubled by his dress in drag costumes, after all should we all try to reach out to the gay community and understand what makes them deviants? Rudy being a fascist? I guess that's in the eye of the beholder, but if those who accuse him of such are honest, his level of fascism is several notches below Hillary's or any other leftist. So it comes to this. Regardless of the faults Rudy has, if he does become the republican nominee, I will have the choice of him or whatever internationalist leftist the Dem's put up. So while Rudy may not be perfect, I know he will be better than the alternative.

Probably at present he looks to be more promising candidate from out of the Republican candidates.The 9/11 terrorist attacks in New York and his being Mayor of the city at that time may be weighing on them
The following may prove disadvantageous to him:-
a) Skepticism of his continuation of Bush's policies into the next 4 years if not longer.
b) Revenge for 9/11 attacks.
c) No international exposure
d) No real serious/ cognizable administrative experience.
e) If Hillary becomes Democratic nominee, his chances become very bleak, since her popularity both at home internationally, Bill Clinton's advice being available on a 24 - hour basis: his credibility and rapport with heads of state of several nations, her own intelligences, political acumen and first hand exposure to world's events since Bill Clinton's Presidency.

Many feel that the only way to fight terrorism is to invade countries supporting Islamic fanatics like Iraq. Thus, they want Giuliani who supports the war against terrorism.
