I concur with Bob.

An Ex-felon is someone that has served their sentence (including their parole). Also known as an Ex-con (short for convict. Which is still short for convicted).

A convicted felon is someone who has been found guilty and is either going into jail, currently serving their sentence, or is out on parole.

No difference, really. An ex-felon IS a convicted felon, he's just out of prison.

"Ex" mean he is no more..
The only way to become and EX-Felon is to have the conviction overturned...
Your a felon until you die if you have a felony on your record...

OR if you manage to have the felony expunged because your felony conviction was deferred. If you manage to keep straight during deferment, then your no longer a felon..

ex felon means he's out of jail.

convicted felon means he's been found guilty and is going to jail or is already in jail
