i would have to say it takes a mixture of both but more in the way of timing than either . you can meet someone today and not know that that person is the one you will fall in love with 10 years from now and you go about your life and don't give that person another momeants thought until you meet them again 10 years later and find out that you were ment to be together forever. or you could meet that person whom is right for you but both of you are in a relationship with someone else and never be together . its all in the timing

I think Luck. Maybe even fate.
You can be as suave as you want and the person you like still will walk away from you like you just farted.
I just say to always be yourself. You don't want someone who likes you for being fake.

it has to do with skill cuz i believe we all have luck in ourselves but that doesnt mean we get what we want all the time but it depends on how you approach that person.
just the other day the fat kid on the block got a girlfriend because how much manners he had,

Many times we meet the right person, but we are not ready in ourselves, or we judge them too quickly.
If you prepare yourself. Spend time becoming the person that you want to be, then it is easy to meet the right sort of person.
