It depends on which bureaucrats have the autonomy to make important decisions and the power to execute them without worrying about funding or reprimands. I would guess that the government doesn't check too closely on what its spooks are up to on a daily basis, and don't supervise the documents that have been classified.

Under the Bush Crime Family there are probably massive amounts of extremely classified documents that the Congress or SCOTUS aren't allowed to see. VP Cheney no doubt has classified documents that he doesn't allow the President to see.

The FBI under J. Edgar Hoover comes to mind. He had gained so much power over politicians that they were genuinely afraid of him, and genuinely afraid to fire him. Mebbe he had feelty pics or someting else to hold over their heads.

In some circumstances the military generals gain enough power to become virtual satraps of their own kingdoms - General MacArthur's control over Japan during the Post WWII Occupation is one example. His popularity in the Korean Conflict forced Pres. Truman to fire him, because he believed MacArthur had political ambitions beyond his station. I don't think Truman even saw Ike as a problem until it was too late.

Iran/Contra was a rogue operation set in motion by Pres. Reagan to evade restrictions on aiding Nicaragua's Contras by selling illegal drugs, to raise money, to buy arms. Certain individuals in that OP had much more authority than mere autonomy.

The government is the bureaucrats. I'm sure none of them trust each other, but they are the government.

how about 10-25% of politicians are gay and they all lie about it, Just admit to it, no one cares. The fact that they will back bills just just because they want to gain backing from the public. What about going to war over weapons of mass destruction that never existed, How about "I did not have sexual relations with that women" flash ahead a little bit, "ok, i did have sex with her" The idea that bureaucrats are sleazy, underhanded liars is nothing new.

missing money is the best answer to that question.

jobs not being done

the sheer size of the government also makes trust difficult. there are thousands of people working in the governmental bureaucracies at all levels. you simply can't trust all those people to do the right thing every time.

The thing is is that we don't get to hear about that kind of internal mistrust because they are too afraid of us finding out, too busy protecting themselves. We don't trust them, they don't trust us, they don't trust each other. If you need an example, the assassination of JFK, or Watergate, yeah its old news but the prime examples of fear and mistrust.

Maybe nobody understood what you were asking. I think one example would be the way relief was administered to the victims of the New Orleans` flood .

I doubt if any of the current candidates Hilary, Obama, Pelosi, or Boxer have the integrity to do the right thing.
