Yes, there are several, but which one you'd want would depend on a number of things. Most of them have the items placed onto the medium when it's at the right height, then more is poured on top until the next height for adding an object, etc. Some will require curing before add the object to keep the item from sinking in it.

Plain gelatin (not Jello) could be used but it's a little brownish in color though transparent. Candle gel is another possibility, and "casting resin" (2-part polyester resin like Castin'Craft) is used that way but messier and less good for lungs than some other candidates.
What you may be thinking of though is one type of 2-part epoxy resin though which is called "floral setting resin" or "artificial water" etc. It's sold in the floral dept of a craft store, etc. It's not the regular epoxy resin (like Envirotex Lite or Ultraglo) though since it cures with a slightly soft surface on top.

You could also just pour a regular clear wood finish or other clear "acrylic medium" from a craft stores into a container and try to use that, but any without UV protection would eventually yellow a bit from UV light. Some might be thick enough to just push things into, but some may require drying separate layers, etc.

It is possible to make a gel candle and suspend objects in it. I suppose you could use the gel without putting a wick in it or scenting it. It depends on what you want to suspend and how heavy it is.

There are several... as others have mentioned there is a gel for candles.
