I am stuck with a fish tank that has two small oscars and two goldfish, and one of those heck, I don't know what they are called, they clean the crap at the bottom of the tank and on the glass. Well, I just bought a heater for them and I am not sure what the water temperature should be. I think its a 20 gallon tank. Heck, I don't know. I want to go drop the tank on the jerk's front porch but I do like the fish? Ok, someone please tell me, what is the proper temperature?

75 is a good starting point, but buddy, you got bigger problems than temperature.

You've got 4, maybe 5 if your bottom feeder is a Pleco, potentially huge fish. Every one of them can grow to over 12" in length. And boy are they messy!

The goldfish eat like pigs and crap even more. Your Oscars will also go through food like eating machines, and will rearrage your tank everyday. They think they are interior decorators.

With that bio-load, a 150 gallon tank is not an exaggeration. You've got too many fish in too small of a space. Your 20 gallon tank isn't large enough to house even one of your fish. You might get away with keeping the Oscars in it for a few months - but they will start battling for territory.

You have really taken on a huge responsibility, and it's a good thing you like the fish.

If it end's up that you can't keep the fish and can't find any friends to take them, fish stores will take them back in trade.

With the Goldfish in there the temperature should not be any higher than 72F,the other fish would like it a little warmer,but you are going to need a larger tank or two before long. 20 gallons is not large enough for two Goldfish or two Oscars.
Goldfish and Oscars are both fairly active dirt producers so the tank will demand a lot of water changing to keep them all alive.

I dont think there is a proper temp. Oscars and Plecos (I assuming thats the one that "cleans the crap off the bottom") are tropical fish and need to be at warm temps. The goldfish are coldwater fish. They need separate tanks.
Also, a 20 gallon isnt big enough for 2 oscars and if it is a pleco it could get up to 2 ft long. You should really get rid of them or get a bigger tank for them.

Most of these answers are good, but it should be very clear that you should not try to keep goldfish with any tropical fish. They are very dirty and need lower temperatures than the tropicals. So, if you keep the water cool for them, the other fish suffer and die young. If you keep it warm for the other fish, the goldfish die young. All the fish are too large for the tank, even if you only had one of them.

75-82 degrees F

but increase the temperature 1-2 degrees every hour.. also if the temperature is at 78+ make sure you have an air stone running since the warmer temperature holds less oxygen for the fish..
