free speech with full disclosure

no gov't funding at all with no limits on campaign spending.

however, campaigns may only accept funds from known real voters and must report the amounts on the Internet within 24 hours. no other funds may be used at all.

anyone else may advertise or otherwise promote any candidate they wish, BUT the source of the funds must be traced to real people before the ad is published and must be included in the ad. Fines for evading disclosure equal to the amounts spent.
