Was the Katrina a disaster because of the force of the storm, the neglect of the leaves or because of a catsatrophic human failure or all the above? If anyone watched this film "When the leeves broke", why was this film called "When the leeves broke", as opposed to "Hurricane Katrina"?

Human failure - lack of planning. It has been well known at least since I lived there in the early 80s that a large storm landing to the east would cause the levees to fail and that there was no plan on how to evacuate the city if such a storm threatened. It was in the news a lot but city and state priorities were instead aimed at fooling the less well off citizens into thinking they were getting a good deal with enough housing/living aid for them to vote for those giving it and at making the city more tourist friendly. Long term actions didn't get votes soon enough so only the short term was considered.

A hurricane is going to cause alot of damage if you are hit head on, levee's or not. The city is below sea level and that is reason enough to evacuate when a storm is approaching....that the city officials waited so long to "give the signal for evacuation", is not as disturbing to me as the people capable of leaving of their own free will, NOT GOING! The loss of life with this storm is the biggest tragedy of all and the fact that so many people/businesses/fema etc. have contributed(MILLIONS$$$) is a close second, as the city is still in need of serious repair/ restructure. The title of the film is just a scapegoat IMO, it should have been more along the lines of "Waiting for Katrina"

i honestly believe that it's simply because of the strong storm. even if the leeves didn't break the high water will always find a way to flood the city. and the levees have nothing to do with the ripped rooftops and strong rains. and george doesn't hate kanye

I think they went "When the Leeves Broke," because it's a play on the Led Zepplin song "When the Levy Breaks."

I would say all of the above.

I would say the disaster started as mix of force of the storm and neglect, but the disaster the week after storm was simply incompetence and wanton disregard by our leaders when it came to the people of New Orleans.

the disaster was because of the storm.the levees were all ruined because of the storm.their government wants to repair the whole town-but there's too much damage to be repaired.they want the levees to be repaired-but they're having problems with the money situation.the only thing is:if they don't fix the levees-they'll have problems with other towns and cities with water breakthroughs.the military even came down to help with the situation and they said that if the levees aren't fixed-there's going to be alot more serious problems on hand than what they have now.no news on what's happening with that now.i seen that on cnn 2 months ago.
