Yes he is, in one of his stand up specials he did the voice as part of it.

I read a similar QQQ a few days ago, and someone answered that the Geico Gecko is Jake Wood, he is someone I've never heard of.. many people gave the same answer. so I'd guess it was correct.. I didnt see Ricky Gervais on the list..
