why do some women have blonde "furry" hair on their faces?

we are mammals. we are all born with hair all over the place. and some people have more of it than others. I do noticed that people of nordic decent, like norweigans, have more of tha type of hair than others. my mom has it, but my bro and I don't. go figure.
