"Onsen" does not mean a place to stay as suggested above, it purely refers to the cost of the natural hot spring spa. And, yes, while the cost varies, generally it ranges from 400 yen in a rural area, to 3,000 yen to a more pristine location. That's a fare albeit not absolutely certain cost.

It's tough to say. You might pay 50000 yen a night including meals to stay at a high end onsen. The same onsen might charge 2000 yen just to use the onsen. On the other hand where I used to ski had a public onsen where everyone was on their honour to put 100 yen in a box at the door.

There are open air onsen that are free to use, but you might have hike to get there. There are onsen that you get to by snow machine in the winter. Those are the ones you might have to share with a monkey, and they never pay.

Prices vary greatly depending on location and type of onsen. Many places provide access to onsens as part of the price of staying in a room at their hotel or ryokan, others charge just to use the onsen, private onsens costs even more.

Like the poster above said, it varies. There are public and private onsens. There are onsens that are free to all and open 24/7 in some cities.
