because somebody noticed that there is a constant ratio of the circumference of any circle to its diameter
if you're asking why that constant ratio equals pi, then I'm not exactly sure
i think it has something to do with the formula for pi, which involves trigonometric functions

Because that's the definition of pi. Pi is defined as being the ratio between the circumference of the circle divided by the diameter. If you're asking why does this number show up in so many different things that apparently don't have much to do with circles, nobody knows. That is, other than to say that the same God who created the circle created those other things also, so you'd expect commonalities.
Kind of like you look at two paintings by the same artist: even though one may be of a country field and the other of a ship at city, you will see similarities and common traits. The same here: call pi the fingerprint of God.

That is the definition of pi: the ratio of the circumference of a circle to its diameter. That's where pi comes from!

that's the definition. the question is backwards in a way. pi is the number you get when you divide the circumference of any circle by its diameter. if it didn't work out to 3.14159..., then that number wouldn't be pi.

because pi is equal to circumference divided by diameter, so to find out the circumfrence if it is not given, you use the equation c=pi times d which is also derived from the first equation i gave.

I don't know why but I guess it is a mathematical law...
All mathematical laws are confusing but it is the way it is...
Some guy invented pi
And that pi was 22/7
It's law no argument with that!
