Yes and No.
Not cyborgs since cyborgs are machine mixed with living creature. Its usually expected that the most difficult thing (the brain) at least would be the living part. But it does happen for AI projects and could happen for robots.

Mixing online databases with artificial intelligence does happen. I recommended it years ago. ELIZA is an old program that is used as the base for many online AI projects. It was able to get smarter as more was asked and answered to it. But to speed things up I recommended a back-end interface to search engines and grabbing the first few best answers.

The advantage of using places like this one is that the answers wont be so encyclopedic. They will be more human (and sometimes even pretty stupid) but a much better conversation.

Eventually, everything we do and type on this computer WILL be used either for our own good, our bad, or someone elses stupidity! Cyborgs? That's the least they can do with what's on here!
