When you're like 13, it isn't even worth it to have sex, because your boyfriend's penis is probably only like 3 inches long AT MOST, so you'd be drastically disappointed. thus why I no longer date younger...lol.
Seriously, though, if you're younger than 18 (and like I tell all teens who are thinking about sex, unless you've taken high school health and gotten at least a 90 in the class), I would not have sex. You aren't missing a damn thing, and you're just going to set yourself up for heartache because a guy that young only wants pussy and not love and all the sentimental attatchments. Lisa E. on page 1 here told it exactly how it is (thanks, Lisa). Plus, waiting longer makes giving it up along the road much more meaningful, especially to the right person, that hopefully you will at least be engaged to.
So, to summarize:
Under 18 = small penis = no MUTUAL emotional attatchment = NOT WORTH IT!!! = be engaged first.
Over 18, it depends on what your mood is, like many on here have previously stated. If you're horny as hell and in desparate need of getting your socks rocked, hop on the good foot and do the bad thing! If you're just kinda in that huggy, cuddly, snuggly mood, then kissing works too.
Of course I'm such a hornball that kissing eventually leads to sex. I have the shirt, and I stand by it 100% - Spooning leads to Forking!

Kissing of course. You can kiss for ages and not get too exhausted and then after you still can have sex. But if you have sex then you are all puffed out and don't feel like kissing. I could kiss for weeks.
Remember, the better the kissing the better the sex.....

For me? I would say I like to kiss a girl more only because I've done that a lot before.. I never had sex but I'm waiting for the right one anyways. It'll be worth it.

and after you've had sex - you wished you spent more time kissing. Enjoy kissing while your young, you have the rest of your life to have sex.

Snuggling on the couch with your honey, feeling loved and loving them back is better than either, or both if you're in the right relationship. Sex is great, but if you don't have the love...it's pretty empty and meaningless.

just kissing is better because you dont have to worry about sins and stuff like that.. plus if you have sex, there's a better chance for HIV, AIDs, and unwanted pregnancies... only have sex with your wife not with you bf/gf is all i'm sayin.
