It is always possible that you have a DOA (Dead on arrival) computer part. If you have more than one stick of memory try booting with one stick at a time. Also, if you have not done so already try turning on without any drives plugged into the motherboard or power supply (hard drives or CD drives)

1. is the monitor hooked up plugged in and turned on?
2. is the hard drive/cdrom/dvdrom connected Slave or Master
3. is the video card hooked up ok
4. check the power source (they are fickle)
5 did you put in too much RAM or the right RAM (os's limit the amount of ram you can use) example windows 98 se limits you to less than 1 gig
6. check the bios set up for start up sequence should goto designated hard drive
7. does it buzz and whirrr and make noise or just a light comes on?

verify your PSU, to run issues in todays techy international (CPU/snap shots enjoying cards) you will choose 500w and above. I had this subject with an previous device with a PSU of 550w i upgraded it with a sparkling PSU (550w additionally) and hello presto each little thing ran easily. by using fact that there are no BSOD's or different errors i might do this function first. otherwise double verify that the jumpers are set appropriate (you likely might have besides :)) Or it must be corrupt reminiscence, acquire memtest and take a glance at it. additionally must be incompatibility between the CPU fsb and the type of reminiscence you're utilising.
