Depends on what standards you are applying it to.
You should research trains in India to see crowds and disorder on those trains.

I would say Tokyo has some of the busiest trains and stations in the world (thats a fact), yes they are crowded and cramped at rush hour, but they run on time and it is not disorder. Also "crowded" is open up to interpretation, because some cities in the world can have pretty crowded trains but only because they have small number of trains, an interpretation of busiest is easier to interpret because there's hard data on number of passengers.
