thats the dubmest thing ive ever heard, the only time you run on anything is with two outs,2 strikes, and 3 balls, that way you will have made the right decision no matter what, strikes out it dosent matter, pops up it dosent matter, foul ball dosent matter, gets a hit dosent matter

When there is less then two outs, and the batter his a pop fly, stay by the base and don't start running (if you do, just a little bit) until the ball hits the ground (then you start running to the next base) or until the ball is caught. In which case you need to touch the base you were on or you can get tagged out. With two outs, just run no matter what! If the ball is hit in front of you, wait until it gets safely past you before you keep going. If the batter hits the ball your way, and the ball hits you, you get out. Even if there are two outs, don't run if it may hit you. Run AFTER it gets past you. Hope this helped! Good luck on the test!

he was probably talking about a runner on second with one out. If the baseball is a ground ball in front of him he is supposed to not run. i.e. a ground ball to shortstop or third base unless its a bunt or soft grounder that the third baseman has to charge to field so no one is covering third. If the ball is hit to the right side, i.e. second or first the runner should advance to third. If the ball is a fly ball to left the runner should stop half way between third an second and wait for the player to catch or drop the ball. If the ball goes to right field the runner should stay on second and tag up. If the ball goes to center field the runner should either tag up or stop between the bases. This decision should be based on how deep the ball is hit and how strong the centerfielder's arm is.
The traffic lights is a reference to batter who has a count of 3 balls and no strikes. In certain situations the hitter is given the "green light" meaning swing if you want. for instance if your number 4 hitter is up he would probably have the green light. If your number 2 or 3 hitter is up he may be given a "red light" meaning no matter what take the pitch. This is a strategy to increase the number of runners on base with your good hitter i.e. number 3 or 4 coming up. another green light would be the number 8 hitter in the national league with the pitcher due up next.

When there are two outs and the batter hits the ball - run!

When there are less than two outs run on a ground ball if forced, and run when the ball makes it safely into the outfield.

If there are less than two outs and it is a fly ball deep. Tag up and try to advance.

Watch the 1st and 3rd base coaches for signs to run, stop or slide.
