My father recalls a little boy character wearing a baseball cap, an older boy with dark hair that would say reboot, a girl character possibly having pigtails, and a dog that looked like a beagle. THe villian would sit in a recliner type chair. (not Inspector gadget).

Reboot. The boy was called Enzo Matrix. The man in the chair is a virus Megabyte. Go and google it. They have some sites with more information
