In automatic transmission on the gear (P, D, R, D1, D2, and sometimes D3.what are the second and third D's for and do they have any bad or positive effect such as speed and or gas consumption.

D=Drive ( as opposed to neutral and reverse)
Those are the lower gears used to increase torque when you're pulling uphill. Basically.
You will slow way down if you shift down while you're driving on level ground. If you are towing a trailer up a steep incline you might need to shift into a lower gear in order to be able to make it up without over-loading your car's engine.
On the other hand if you are going downhill you can shift down to assist the brakes.
I believe it will increase gas consumption as you will notice that the engine's RPM's go higher than normal.

Those gears are for "manumatic" shifting. On other cars, you wouldn't see the D in front of the number. You would normally use this when going down/up hill. Using this "manumatic" feature all the time can wear out the transmission, but doing it a little bit is okay. On some luxury cars, you would see a section of the transmission with a + and - sign with a rectangle-shaped shift slot. That is the same idea, only in sequential form, without the numbers. That is usually considered Sport or Manual mode. All of this is done without a clutch. Paddle shifters that are behind the steering wheel on some cars is the same idea of Sequential manual shifting, only with the use of paddles. To use paddle shifters, the transmission must be put in S (Sport) mode. Cars like the Chevy Corvette or the Honda Fit don't have the numbers or sequential gate to shift, only the Sport mode for paddle shifter usage. This is also done without the use of a clutch.

The lower thr gear ( D2, D3 0 the faster the engine runs and the more gas it burns.

The other D's are manual gear ranges. D1 is manual first, D2 is manual second, etc. The manual gears provide engine braking. They are usually used when speed needs to be controlled, e.g. snow, ice, etc. They do effect speed and gas mileage.

the lower gears are for say if you are going down hill you can use that as opposed to the brakes to keep the car at a suitable speed for you or you can use it when taking off from a dead stop if you want to race someone
