You are referring to the one in the Whitehouse and I believe it is a contemplative pose. He did face a number of tough issues related to the cold war and I think this picture reflects his seriousness on the matters that concern a head of state.

Aaron Shikler is a world renowned portraitist, whose works are in the White House, including portraits of President & Mrs. Kennedy and the official portraits of Ronald and Nancy Reagan.

Portrait painter Aaron Shikler was born in Brooklyn, New York, in 1922. He studied at the Barnes Foundation, Merion, Pennsylvania, and received B.A. and M.A. degrees from the Tyler School of Art, Temple University, Philadelphia. He also studied at the American University, Shrivenham, England, and the Hans Hoffman School, New York City. Shikler became an Associate of the National Academy of Design, New York City, in 1962, an Academician in 1965.

JFK had lots of mental issues (because of his overbearing Father) and was on a lot of medications---he also had Addison's disease, and some other health issues. He had problems.....!
