It isn't. Read carefully and you will see that only the retailer is prohibited from doing so. This is because pillows and mattresses undergo strict adherence to fire codes and those tags are the proof to the consumer.

I think it's only illegal for the person who's selling the stuff to rip off the tags. They are put there to inform the consumer of some danger/benefit the product has. This could range from "Highly flammable" to "Filled with hypoallergenic cotton" (I made those up, but you get the point). Once the consumer is aware of these things, they can rip off the tags. However, if a consumer is not made aware of these things, they could potentially be endangered and the company could face a lawsuit. Basically, it's insurance for the company, the state, and the retailer to keep those tags on.

It is illegal for manufacturers & retailers to remove the tags because consumers have the right to know what is used to make pillows & mattresses. They used to be filled w/ all sorts of gross things back in the day (dirty or unhealthy fillers).

Back in the old days when business people were not as high-principled and as scrupulously honest as they are today, some manufacturers were not too picky about the materials they used to stuff mattresses and the like. So you might have ended up sleeping on vermin or stuff that could make you sick or a dead cow or something. Well, probably not a dead cow.
Anyway, the government stepped in and required them to put a tag on the product listing its contents, and it carried the warning "Do Not Remove Under Penalty of Law." That never applied to you, just to the manufacturers and dealers, but lots of people didn't understand that.

Once you buy them, tear to your hearts desire! The tags stay on so whoever buys them will have all that valuable information that's written on them.Some people actually take old mattresses and rebuild them. They are substandard though and can make people sick. That is why when a new mattress is sold,it has to have the tags on it. The same with pillows.

It is not illegal to do that. That's a common misconception.
It is illegal for anyone except the consumer to remove it because they need to know what material is contained in the pillow and/or mattress. Therefore it is illegal for any of the "middlemen" to remove it before it reaches the final consumer.
Let's say for example you are allergic to chicken feathers. Wouldn't you want to know that your pillow was made of chicken feathers? But, once you've bought it and decided how you want to use it, you can do what you want.

It isn't -- if you are expecting to be the final user, as opposed to a reseller. The tags are intended to inform the final user of the properties of the material.
