all new parts but fuel injection system. i failed to have that replaced with rebuilt. i suspect the fact i cannot smell fuel and do not get any firing when spinning starter, that there is either blockage in motorside filter (where?) not tanks (dual) but can one injector fouled block fuel somehow and prevent it from starting?

Sounds to me like you don't know how the fuel system works. You replaced parts without checking fuel pump relay? Many fords have a switch that cuts out the gas in case of an accident ( many times when you hit a bump this swith will do the trick). Remember there's a cable coming out of your ECU to control your fuel injectors too

Is this a gas or diesel motor?
Are you sure your getting spark (gasoline motor)? Can you spray some carb cleaner or starting fluid down the intake and get the motor to fire? If the motor runs, then it is a fuel issue.

Can you hear either pump (inside each tank I'm assuming) run when you first turn the ignition to the 'ON' position? I would guess that you have a fuel filter mounted along the driver's side framerail. Loosen the fuel line on the outgoing side of the fuel filter, then turn on the key for a brief moment. Does fuel leak out? If it does, then you know that your getting fuel to at least there.
Beyond that it may be more electrical, such as injector pulse from computer.

I don't know what you're driving, or how old it is, but you may have some fuel line that is collapsing, and that could be your problem.

sounds more like the fuel system needs to be presurized.
