you have to be over 21, and go thru several mental evaluations
it is more than $50,000.00 to get it done correctly
talk to your doctor- and skip the "silicone"

Silicone pumping parties are illegal.

Many people go to Thailand for gender reassignment surgery - do some research as it is very prevalent and acceptable over there. You may find you will be more welcome while you are going through the transition than you would be in America, unfortunately.

You are so young - experiment with a variety of things before doing something permanent. I have known two women that had been males, but they were not convincing as women. The angst of being an ugly woman and getting beaten by bigots that felt the women were still men was worse than having a penis, so now they are essentially trying to live life looking like men in the outside world, but only as women behind closed doors.

How much it costs depends on where you live, and where you go for surgery. If, as many do, you go to Thailand, the prices range from US$7500-14000.
Age doesn't matter all that much, but no Gender surgeon anywhere will perform surgery on anyone under the age of 18.

And don't 'pump' silicone; it's painful, unreliable, temporary and potentially fatal.

You're not much of a guy, and will be even less of one if you have your body mutilated as you seem to want.
