how do u find the base pay for a particular position at work that u hold?

My HR & boss said that they can not give out this information because it is confidential. Who else would be able to lelt me know ?

Ask your HR department, or if you don't have an HR department, ask your boss. But most positions don't have a "base pay", they have a range.
