A "red light" district derives from the old practice of placing a redlight in the door or window of a house of ill repute (brothel) to signify that there were prostitutes working in the house.

it sounds like you've been watching video's of the Reeperbahn district in Hamburg or the De Wallen district in Amsterdam where the prostitutes sit or stand in a window to show potential customers what they look like. An enticement to see before you buy as it were.

Mal G - Yep you are correct. I wrote the anwer in the middle of the night and was thinking of the De Wallen district. I've amended my answer.

In thought the Reeperbahn was Germany, Hamburg perhaps? Well, as for Amsterdam, they stand in windows in various suggestive poses. They're not always the prettiest (no, I haven't tried but I have walked past them) and try and entice men in for business.

Or sitting!
Quite simple really. If you like what you see, you pay the price for the service you require.
Goodness knows what Ian W's geography is like, but the Reeperbahn is in Hamburg
