Abdominal panniculus. Removal of an apron of pannus is called a panniculectomy. I you have a full tummy tuck it includes tightening the underlying muscles.

There isnt a specfic word for fat around teh abdomen. The anatomical terms for that area are the Transverse Abdominal, Recuts Abdominal, and the Obliques.
