Not enough info.

If camcorder has digital link (Sony iLink, or Firewire, same thing), then you need same port on PC installed, then appropriate software will capture the footage from the camcorder.

If camcorder is analog, you need to buy an analog capture device from Dazzle or similar that accepts analog video (usually 3 RCA cables) and capture the video same way.

On the cam, there should be a 'port' preferably a 'firewire' but maybe a small size plug port for USB cable that goes into your computer's USB port.
You will need the drivers for the cam, installed on the 'puter, and plenty of hard drive space. A stout processor is also a must.
nothing less than 512Mb RAM, and a high MHz speed. (anything less will render you shots poorly.)
Windows is about a half arsed editor, but the good ones are costly.
After cable hookup, controls should show on your editor program so you can 'play', 're-wind', 'fast fwd' etc.
and you hit 'record' in the program controls to capture the subject you are viewing (as it's played from the cam)

If it's a mini dv camcorder, just click capture from device. If it is HDD or Uses a usb, click import video and navigate to it. Most MiniDv camcorders require a firewire cable to connect.
