A person shouts when they are under stress. Stress is caused by feeling threatened (physically, emotionally, financially, etc). When an animal feels threatened it can either run away or lash out. Shouting is one way of lashing out. It's the fight response of the fight or flight duo. That the person is shouting is indicative that they are in 'fight' mode rather than 'flight' mode. This makes the person being shouted at feel simlilarly threatened, causing them stress, activating the sympathetic nervous system, increasing heart rate, heavy breathing, tensed muscles. In turn the stress of being shouted at can cause that person to want to engage in either fight or flight behavior. This is one reason why arguments tend to escalate. Threat begets threat.

Shouting and "anger" go hand in hand. Many people ARE afraid of anger and dont know how to deal with it..so they become fearful. Many of us learned that it was NOT OK to feel angry so we stuffed it. We learned to fear the anger and shouting of our parents because we may have been punished when our parents were angry.
People can shout at me but if I am keeping my side of the street cleaned (doing what is right for me) their shouting has no more effect than being an annoyance.. ..and I think..too bad...so sad..that your energy is being wasted in this way.
As for anger...this is a totally normal response to what we feel threatened by...it is NOT OK, however, to act out this anger in a way that would harm someone else. It is important to deal with it, yes.

because they don't know what the consequences of the shouting will be. even if it's a minor mistake, people have been known to blow things out of proportion and your relationship with that person may never be the same again

I don't think people actually "fear" being shouted at, I think it's more of a dislike of it. Our ears are sensitive and to have someone raising their voice does more damage to our ear drums than anything.
Most people don't like getting in trouble or having someone think poorly of them. Which is why we strive to be the best that we can be.
