In the House of Representatives, Congress, Senate, is there a rule that states there must be an equal number of democrats and republicans. And if a democrat wins the presidency does he have to pick a republican vice president.

He may choose Yucko the clown for Vice-President if he wants. It does not matter what party the VP is from. Just listen to the party's national committee howl if he doesn't choose one of the in crowd though. As far as congress, there is no rule as to how many dems or reps are in there. It can be 100% Dem or 100% Rep if the people vote that way.....or you fix that machine just right.

A presidential candidate is not obligated to choose a VP from his own party for a running mate. Interesting huh?

yeah its called the Winner-Take-All...the majority rule is equally represented on every level of government.
