No, but you need a lot of talent, personality, likability, marketability, etc. A lot of that either comes naturally or with experience or both. If you can just walk in off the street and get hired then great for you, but for most people it takes years. Even most child actors that you think were 'discovered' somehow had actually been in classes and working hard before landing a Disney gig. Look at any of their resumes and you'll see theatre roles, acting classes & coaches, dance classes, voice lessons, etc. Disney loves triple threat kids...
good luck,
Marianne

It's mainly luck to be honest, being at the right place at the right time.
If you want to be an actress, your best bet would be to take acting lessons and audition for local plays and the like. Once you've got some experience and you are REALLY serious then look into getting an agent who'll be able to get you in touch with the right type of people, get you into auditions for tv shows and commercials. If you live near a city, especially Los Angeles or New York, keep your ears open for any type of open auditions. Just be very cautious though, as there's a lot of scam artists out there who'll make promises, charge you a lot of money and you'll get nowhere.
However, please keep in mind that getting on tv or in movies is a VERY long shot and there are a lot of kids competing for the same thing.
Acting can be a lot of fun though, and it really is a great thing to pursue in your spare time, just don't base your entire life around it.

From what I've heard, you show up to the interview, they tell you to act some stuff out, if they like you they think about it. You go to a few more interview and if they still like you after the final choosing, you might get a part.
So it's based on whether you can act or not. Or if you can act AND look the part. I'm guessing the bigger roles go to the more experienced ones. Or more famous.
