Yes, normally it is impossible for one to lick his elbow with his tongue. You can try as much as you want without success. However you could find some who have a very flexible joints who can do it. Still these total to just a few compared with the rest.
When we were younger we used to play it on each other and challenge each other that they are not able. First you mention other places where it is possible to lick and then finally you insruct them to lick the elbow and won't do it. At first one don't imagine that it is impossible to do it.
Another one is to tell the other if he can lick his tip of his nose with his tongue. Mostly can't do it. With some difficulty I can.
