I have a 1979 Chevy Scottsdale (Silverado). When I make a turn (mainly when stationary) my steering will turn half a turn and then stop and make a squeeky, slipping, whining type of noise. When im moving this will happen but mainly when im moving slowly. When the sound is made, the power steering seems to give up and then jump back on again after i turn harder. What do you think is causing this. All Ive narrowed it down to is either the steering belt, steering clutch or possibly the pump. Can you help me out?

You could be low on fluid, your power steering belt could be loose and slipping, both of these will cause the symptoms you describe. Sorry, I no nothing about steering "clutches".

The reservoir and pump are one unit. To remove it, you loosen the 2 or 3 bolts holding pump bracket to engine, take belt off, remove those bolts you loosen, lift pump and bracket foward, remove the two hoses. A very common leak point on those are the hoses where they go into pump at, on back of pump. The metal and rubber line is the high pressure line and it threads into pump body.. The solid rubber line is the return line and it's low pressure and just slips over a nipple on pump and uses a gear clamp to tighten hose on with.

make sure your power steering fluid level is up, if it is, time for a new pump

1979 - and nobody asked when it was last flushed?

Well I did

next check the belts - hoses - they should be very stiff.

also you can start the truck remove the cap and see if it is moving - (have someone turn the wheel slowly)

Check top and bottom ball joints .track rod ends and all bushings on steering.Steering fluid levels.Belt adjustments.
