The slamvan is usually located underneath the Gant bridge on the second city (San Fierro). Sometimes it may be there and somtimes the slamvan isn't there.

Also, in Las Venturas, I've seen a lot of Slamvan's driving on The Strip and there are usually some Slamvan's parked on the side of the road on The Strip in Las Venturas.
