No. Your salary is your property. He can reprimand, suspend or even fire you for not doing your job after due process but he can not diminish your salary as it amounts to diminution of benefits proscribed by labor law. If internal solutions proved futile, you can lodge a complaint with a labor arbiter. In that way, you get to teach him a lesson and get back everything he has taken plus damages. Just remember that the law favors laborers over employers. Good luck!
